"The fact that 80 percent of freshman report that they have consumed alcohol in the past year, consuming nearly six drinks a week, is a fact of college life that must be countered with effective education," said Susan Molinari, the former Republican congresswoman from New York and chairwoman of The Century Council, a responsible drinking program funded by alcohol distillers.

Death: 1,400 college students between the ages of 18 and 24 die each year from alcohol-related unintentional injuries, including motor vehicle crashes (Hingson et al., 2002).

Injury: 500,000 students between the ages of 18 and 24 are unintentionally injured under the influence of alcohol (Hingson et al., 2002)

Corey's Bill Dies for the 3rd  Legislative Session:

Below is the Action Alert for our efforts to support the creation of Cory's Alcohol Abuse Hotline, a first for Louisiana, where alcohol sellers would post signs at locations selling alcohol for help with alcohol problems.

This was the third year we have tried to see this much needed action taken to create real help, with answers on how to handle life and death alcohol problems that continue to plague our state.

Rep. Jack Smith has tried to pass this bill now for 2 years, AG Crowe authored the first years effort.  This year once again, (see vote of full House on 6/7/06) it made it to the house floor only to die when a 2/3 vote of the legislature was not present.

will be Reconsidered
and we will update you when Rep. Jack Smith provides us with the date he plans to bring it back up for a 2/3's vote in Louisiana House where it came just 6 votes short on an earlier vote.

Requires DHH, office for addictive disorders to provide a 24-hour, toll-free hotline
related to alcohol abuse. Requires the posting of signs in certain retail establishments.



Creates an Alcohol Abuse Toll-Free Hotline Fund.

Proposed law requires the office of alcohol and tobacco control to require the posting of one or

more signs on premises holding a retail permit for high or low alcoholic content or microbrewery

permit at each point of entry to inform patrons of a toll-free telephone number available to

provide information and referral services regarding alcohol abuse and problem drinking.

Proposed law provides for a penalty not to exceed $100 a day for failure by the owner of the

licensed premises to post and maintain such a sign or signs.

Proposed law requires each retail permit holder to remit $20 annually to the office of alcohol and

tobacco control for the sole purpose of funding and administering the Alcohol Abuse Toll-Free

Hotline Fund.

Proposed law requires the office for addictive disorders of the Dept. of Health and Hospitals to

referral services related to alcohol abuse and/or problem drinking and shall include a 24-hour,

toll-free telephone service operated by persons with knowledge of programs and services

available to assist persons suffering from alcohol abuse or problem drinking behavior.

Proposed law provides that the 24-hour, toll-free telephone service shall be known as the "Corey

Alcohol Abuse Hotline".

Proposed law requires the office to make information regarding the program and services

available to the public and to provide, by rule, for the design of an informational sign containing

the toll-free telephone number for use in various establishments licensed with a retail permit to

serve or sell alcohol of high or low alcoholic content or microbrewery.

Proposed law requires the office to provide such signs to the office of alcohol and tobacco

control, which shall require their posting at certain licensed premises.
Proposed law creates a special fund in the state treasury to be known as the Alcohol Abuse

Toll-Free Hotline Fund and requires all monies received by the state treasury allocated for the

purposes of the fund less administrative costs of the office of alcohol and tobacco control not to

exceed 5% to be deposited into the Alcohol Abuse Toll-Free Hotline Fund.
