Now: See Agenda and Action NotesTreatment for alcohol and drug addiction is
proactive legislation, doing something about the cause of
problem; reducing the social and economic burden upon the LA
taxpayers. That is what Rep. Ken Odinet intended when he
enacted the current law mandating treatment for convicted 3r and 4th
DWI. There is good research since the law was enacted showing
it has worked, and greatly reduced the number of repeat offenders in
our state.(See the OAD

Incarceration for alcohol and drug
addiction is reactive legislation, doing something about the
symptoms of the problem; prolonging the symptoms as a social and
economic burden upon the LA taxpayers.

LA needs effective intervention, assessment,
treatment and recovery resources if LA ever plans on reducing its
DWI problems.
Incarceration without treatment is like the
Ostrich style of legislation; sticking your head in a hole and
hoping the problem goes away.

ALCOHOLIC BEVERAGES: Provides for a
toll-free hotline for alcohol abuse
Cory, a 19 year old LSU Student,
died from "Alcohol Poisoning in October of 2003. Cory was not
the first person to die from alcohol poisoning, but we pray he will
be the last. In an effort to take real action to address the
crisis alcohol brings to Louisiana college students, youth, and
adults, we have worked with representative A.G. Crowe to file a bill
creating a statewide toll free Alcohol Crisis/Help line.
