treatment for 3rd and 4th DWI offenders.

Treatment and Education for DWI
offenders-they want to keep what is working in place and
exapnd that to earlier offenses where possible. In other
words, why why would we remove treatment as a mandate when it is
working to reduce the number of intoxicated drivers on the highway?
We do want to see treatment expanded and that more services are
offered, and that is what
Rep
Baldone's HB 549 will do- This bill was successful in
passing the committee and is currently going to the full House for a
vote. HB 549 authored Rep Baldone
and supported by Rep Odinet- as it expands the law he passed in 2001
that has been reducing recidivism for impaired drivers---and that
MADD has tried to kill for two years now despite the 70% success
shown in maintaining recovery for persons by law mandated to
treatment for 3rd and 4th offenders.

Once everyone had left believing that of course this bill was dead,
and the Committee had moved on to the "Cloning Bill" and the chair
instructed those their for the "cloning" bill to set up their power
point presentation, we felt comfortable leaving the capital.
That is when Rep Bruce, announced she would like to "revote" on the
SB 679 originally voted down (dead bill).

History:
Rep Crowe who authored this bill, after experiencing several deaths
in his district from alcohol poisoning and injury to create a toll
free statewide Alcohol Hotline.
Alcohol poisoning, addiction, domestic abuse, car crashes, crime,
dwi you name it are all attached to alcohol abuse, and this hotline
would be posted at the point of sale and on billboards across the
state.
This Bill was in memory of
Cory Domangue, a LSU student who died from alcohol poisoning
this past October, and his family (a family in recovery) wants to
see a hotline available to encourage people to seek help for alcohol
related crisis, this number may have saved Cory's life had the
underage people with him had basic information and a resource to use
when concerns appeared.
The alcohol industry totally turned this into something that it was
not. They are so skilled at this. We should expect
nothing less from them, as they are well entrenched, well funded,
and have one purpose- too make money.
AG Crowe who authored this bill believed that the costs were a
problem, and had been working with the industry to try and get them
to contribute to the cost of operating this hotline (cleaning up
their mess in our communities or at least assisting with the costs)
After Rep Crowe tried to work with the alcohol industry, and
believed that they were acting in good faith to assist in forming
this much needed hotline law and establishing a fund for its
operation, they show up to the House Judiciary Committee and OPPOSE
the bill.

then turned into a study, by Rep White, and we will follow this and
report back.
In short Big
Alcohol ambushed Rep Crowe, in an effort to keep us from taking
action, we have learned our lesson on this! This industry can
not be trusted, and we will continue to push to help those who can't
help themselves, as well as the youth of this state, this industries
best customers!
