Dear (Senator or Rep):

Because you sit on the House Judiciary Committee, I am writing you to let you know that I support this bill, it is much needed to send a clear message to Louisiana's youth that the "law is the law".  We know that kids are getting access to alcohol in crowded campus bars, and that it is causing the great harm.  The existing loophole renders the mandatory 21 law unenforceable, placing our kids at great risk, of violating the law, and being harmed.

This legislation is important to me, and my family and those in my community.

Our children are our priority.

Alcohol related deaths are the number one cause of death for Louisiana Youth.  Alcohol is also the number one abused drug in the state.

Access to alcohol is a great part of why Alcohol related deaths are number one for killer of our kids.

We expect and appreciate your help.  It is important that our efforts to teach our children to obey the law be met with a law that is enforceable.

This bill closes the loophole that let's youth into bars where alcohol is easily gotten by friends.

I also would like to remind you there is clear public support in Louisiana for this bill:

Public opinion survey conducted by CADA in New Orleans, LA

59% YES want this loophole closed  36% no   4% had no opinion.

Thank you for supporting this bill.

Sincerely,

Witnesses

House Rule 14.32(B) requires that all persons desiring to appear before a committee shall notify the committee chairman or the committee secretary no later than the beginning of the meeting. House Rule 14.47 requires that minutes of committee meetings include the names and addresses of all persons appearing before the committee, with the name and address of any person, firm, corporation, or association on whose behalf the appearance is made. To comply with these House rules, witness cards are provided by administrative services and must be completed. (There are various witness cards which may be utilized according to the committee chairman's preference.) Presently, there are four witness cards which may be used by committee secretaries: pale green can be used for every purpose; or blue in opposition, yellow for support, and white for informational purposes only.

As witness cards are received at the beginning of the meeting, sort by bill number and then by those in support of or in opposition to the legislation, or those for informational purposes only. This will assist the committee chairman in calling the witnesses forward to testify.

During session, most committees follow the same pattern of having the author present his legislation, followed by any persons in support, those in opposition, and ending with a closing statement by the author. The committee then votes.

There are occasions when a person who did not complete a witness card may want to testify. The chairman and the committee will usually choose to let any such witness speak. For the record, you should fill in a card for that person.

All witness cards become part of the official committee record and file.
