Substance abuse is not a moral failing but a
public health crisis in the Untied States. People who use alcohol and
other drugs, start using, and move to abusing then finally to addiction.
There are many opportunities to intervene with help before a person
person hits bottom. Harms to individuals, and others can be
reduced.
