This cost is a reflection social ills/consequences of a lack of treatment and preventions services.  One of the great barriers for addicts, is the stigma of being an addict, the shame and misunderstanding my those in their communities. 

Substance abuse is not a moral failing but a public health crisis in the Untied States. People who use alcohol and other drugs, start using, and move to abusing then finally to addiction.  There are many opportunities to intervene with help before a person person hits bottom.  Harms to individuals, and others can be reduced.
